The goal of the Criminal Alien Program (CAP) is to identify removable non-citizens in jails and deport them. CAP is active in all state and federal prisons, and many local jails throughout the country. CAP is one of the oldest and largest programs that interface between the criminal justice system and federal immigration authorities. CAP also includes the investigation and arrest of non-detained non-citizens.This program includes green card holders.
